Why does Bill O'Reilly read on-screen text verbatim?

Any ninth grader with experience using Microsoft PowerPoint, tasked with a class presentation knows: Don't read the PowerPoint.  Instead, utilize brief bullet points on screen and divulge more information to your audience in your speech.  It is more informative and authentic.

I always wondered why O'Reilly doubles up on his message with on screen text of what he's saying verbatim.  Probably because his average viewer can't hear him and doesn't know how to turn on the closed captions.
